What we read in this article is not hopeful news, nothing to get excited about and doesn't change much at all. (Appropriate "documentation" in some cases may simply mean not enough cash for Mexico's border police.)
The answer to your question, of course, is only when we deport illegals back into Mexico along with a bill for any costs we incur while dealing with its wayward "guests" .
