She won all 20 lawsuits by one democrat but it was still bankrupting her and costing her millions as the state would not help her. Is it possible to counter sue for damages? It seems to me if you can get some legal standing that you could force a large punitive award from not only the individuals, but the city as well, which would discourage future abuses of legal power.

This is harrassment.
The baker should see about obtaining a restraining order against this individual.
As a side note, if this crap is allowed to continue, there is going to come a day when the bully gets punched in the nose. The bully isn't going to like that day.
