That’s just an entrance portal. Look at how tiny it is. The real activity is all underground where you don’t even need to bother with soundproofing.
The addition of the gold dome on the top is quite bizarre.
Red white and blue stripes. Uh huh. Now there is a mosque striped like that but I’m drawing a blank on where it is. The top of a grain silo painted gold or in brass ...same dome tops are sold through a company in the US to farmers and architects made of their choice of materials, saw them in Home and Gardens magazine being installed on an old house. Frequently insulated.

Figure doesn’t look like an owl it looks more like a woman, maybe a mermaid...maybe just a weird shroud over an antenna.
Maybe the building contains communications equipment if he’s ‘intel’ and hides the antennas or maybe weather station equipment or a home planetarium since he’s into science as well as girls.
The striped pattern mimics that in the grand mosque of Cordoba only instead of blue the stripes are brick red. The decorated plaza is a common mosque feature. Weird.

There was some issue a while back over Cordoba... Maybe it was the dust up over Imam Rauf and the Ground Zero Mosque...some controversial company name or charity referred to Cordoba.

That red and white pattern can be found on a walkway at a site in Mahdia, Tunisia... The blue or black stripe decoration on doorways is Tunisian as well. I might add Tunisia was one of the few muslim countries with a population of Jews up until the synagogue bombings and the Arab Spring.
