They have forgotten American Robert Hutchings Goddard, who started testing rockets way back in the 1920s.

that’s what made the V-2 unique, it was the first rocket that had a 3-dimensional control system, the R-7 ...
plus, it was the first BIG liquid-fuel rocket, so scaling-up problems had to be solved that Goddard didn’t have to face
