“Trump has an OK ruling from the First, and a ban from the Ninth. Which controls? And, why?”

Until a higher court deconflicts and decides (or issues a stay until it decides), both lower court rulings are in effect - so the restrictive one is operative.

Each ruling controls in the respective circuits. The conflict will be resolved if and when it gets to the SC.
