The Trump administration is actively investigating imposing a travel ban against Guatemala unless the Central American nation takes significant steps to curb illegal migration northward.
Trump charged Guatemala with backing out on an immigration deal with the United States.
"If Guatemala doesn't take significant action to help protect our borders, then we will, of course, look at all manner of solutions to the serious crisis we face," a White House official told NPR, "whether it's a travel ban, significant actions on remittances and/or tariffs."
...Trump said Wednesday that the United States was planning to take "severe" action against the government of Guatemala after, he said, it broke a deal with the United States (about asylum claimants filing in the first safe country they reach) to serve as a safe third party country.

Of course, it will likely require the old Hawaiian/San Francisco District Judge to Ninth Circuit two-step, but they always seem to lose in the end. Just a harassing delay.
Guatemala's Government broke the deal, and is trying to get away with unfairly screwing the USA. President Trump is going to make them hurt for it.

Until a higher court deconflicts and decides (or issues a stay until it decides), both lower court rulings are in effect - so the restrictive one is operative.
Hmmm... why wouldn’t the less restrictive one be operative? What’s the doctrine justifying that?
Until they do something about remittances it will continue. Maybe limit the amount that can be sent, require green cards, place a 50% tax that can be partially refunded when you file your income tax ( evil grin here)

Or maybe they have to get a card authorizing the transfer and who the recipient is each time they send money.
Can someone explain to me how a circuit court can make a ruling that applies to the entire nation instead of just its circuit? In effect circuit courts (may the ninth be infected withthe fleas of a thousand camels and camel spiders also) can rule like the supreme court until overturned by the supreme court.
I do not think this is what Dickinson, Governor Morris, Thomas Jefferson, John Adams, Thomas Paine, Edmund Randolph, James Madison, Roger Sherman, James Wilson, and George Wythe etal. envisioned. There was no mention of district courts in the Constitution. The Constitution as written was very protective of state rights. There was no nationwide Federal Judiciary. The Constitution besides guaranteeing the rights of it citizens was mostly a document limiting the power of the federal government.

It is - but it doesn’t really effect anything, because the other is in the way. The restrictive one is an actual constraint that actually causes something to change.
If you have two bosses and one says no, that is the one you are bound by.
It takes a higher court to overturn a District Court - the Circuit Court with jurisdiction over that District, or the Supreme Court. The 678 District Judges don’t duel among each other.

The poor huddled masses coming across the southern border may not be so poor after all. Swiss journalist Urs Gehriger recently visited African migrants who breached the border and hung out on the streets of San Antonio, Texas, waiting to go elsewhere in the country, and he met hostility from people who didnt want to share details about their experiences, conflicted each other, and had rolls of $100 bills. In a recording played on Fox News, Gehriger asks a migrant from Congo how she got to America. She refused to say.
As Gehriger continued to ask simple questions, he said they backtracked and were not answering at all. They wouldnt tell me anything about how they got here, and then they started to get aggressive and they were contradicting each other, he told Laura Ingraham. One said they ran through the forest, and another said no, there was no forest, and they were actually arguing among themselves, Gehriger said. He said they started to get aggressive after questions about money and help.
Gehriger believes the illegals were coached on giving answers to authorities. I had the impression that somebody told them not to speak about it, and acting like now were here, you have to help us, give us money. What I found from an aid worker there, they actually do have money. Quite a few of them, because he spotted them under a tree, right in front of the shelter, counting a roll of money with hundred dollar bills, Gehriger told Ingraham. Hundreds of migrants Congo and Angola were transported to San Antonio the week before, and city officials say they received no warning from the feds that they were coming. KENS published a story showing dozens of people milling around downtown, saying they arrived at the southern U.S. border by way of Ecuador. ETC...

Its likely their Third World govt's are paying the freight b/c the govt honchos cash in bigtime from remittances of the US gravy train tax dollars.
Migrants have tons of tax-dollars (collected under several identities) from their extended visa-free stays here.
The Washington Examiner reports they are cleaning out the Western Unions in Texas based on their huge withdrawals:
SAN ANTONIO, Texas People assisting the thousands of migrants who have arrived in San Antonio after being released from federal custody say Western Unions downtown are regularly running out of cash as a result of the high number of withdrawals being made by emigrants from Central American and African nations. Western Union has run out for the past two-and-a-half months," said Khalid Chini, a local resident and volunteer at the migrant resource center downtown. "All the surrounding area, the Western Unions, they run out of money. District Court Judges are confirmed by the Senate, which gives them a superior officer status. They are delegated that Federal Judicial authority.
It can be a prohibitive hardship for a plaintiff to have to travel very far for justice, so the District Courts are a means for the Federal Judiciary to be closer.
Nonetheless, the systematic abuse of that power in recent years (against President Trump), in a pretty bald and systematic partisan pattern, has called it into question.
It has been publicly raised by the President, and publicly commented on by Chief Justice Roberts. The longer it goes on, and the more egregious it gets, the more likely that some formal restriction will be imposed.
