Guatemala is facing an upcoming election that looks close. I imagine the effects on that are being considered, as the screws are tightened on the current Administration there.

Of course, it will likely require the old Hawaiian/San Francisco District Judge to Ninth Circuit two-step, but they always seem to lose in the end. Just a harassing delay.

Guatemala's Government broke the deal, and is trying to get away with unfairly screwing the USA. President Trump is going to make them hurt for it.
