Yeah, "deceiving" the Foreign Intelligence Surveillance Court as in the FBI saying "You pretend this dossier is real evidence, ok?" I don't believe those judges are that stupid.
The Foreign Intelligence Surveillance Court is neck-deep in the corrupt slime. In a just world they would already be serving 10-20 years.

The FBI and DOJ ignored the warnings of bias and actively concealed it from the FISC. They never advised the judges that the information contained in the “dossier” was “unverified.” They hid from the judges that it was all funded by the Clinton campaign and the Democratic National Committee (DNC).
OK, now I'm confused. I thought we were still trying to get the FISA applications released?

You’re right. And they’ve been rubber stamping FBI requests for years with 9/11 their moral justification. Another aspect of this coup attempt is the MI5 connection. Why would Christopher Steele care so much about Hillary Clinton winning or losing a Presidential election? He probably didn’t but those above him he worked for (do spys really ever retire especially at his young age?) certainly did. They had a vested interest in Hillary as she was anti-Brexit, pro EU open borders. Trump wasn’t. He was a threat to the established order. Hillary’s corruption was well known and many governments stood to capitalize on her corruption at the expense of the American taxpayer including the UK.
