How in the world did the cops ever find anyones house before GPS? Simply put, before we had cops that were allowed to use their brains to perform a task.
Now, if it ain't in the wall high manuals or online training then it did not happen.

How in the world did the cops ever find anyones house before GPS? They'd drop a cop in the area with a blindfold on who then stumbles around yelling "Marco!" until the suspect cries out "Polo!" giving away his direction. They do this over and over leading the cop closer and closer until he can tag the suspect.
