"In return, they would demand universal reciprocal concealed carry — that states honor each other’s decisions to grant specific individuals the right to carry concealed weapons after an additional application".While I don't have a problem with back ground checks, inefficient as they are, once passed, should allow conceal carry across the USA without further documentation.

"The Universal Background Check is gun registration."Gun registration of any kind while doing background check, model, serial number, etc, should not be recorded. Unless I'm mistaken I understand there is no gun registration in Oregon while doing background.

How about a federal background check that, if passed, allows the holder to buy, sell, trade, possess and carry any firearm in any state in any location?
