He’s promoting a logical fallacy.
Castro’s argument is that because it doesn’t work all the time, it doesn’t work at all.
This is ridiculous. Do seat belts or air bags work all the time? No, but they still save thousands of lives.
Some probably were - but wculd have faced legal jeopardy if they had pulled out their weapon - they probably instead headed for the exits.

He has no recollection of the Sutherland Springs mass shooting less than two years ago? The shooter did not stop killing people until a neighboring resident returned fire with his own AR-15, forcing the shooter to flee.
I don't remember the plot much, but one thing that stuck in my mind was that the law was that politicians could be killed by political opponents legally.

I'll defend me and mine, and anyone else who's in danger in the immediate area - but hunting down a loco-weed with a weapon is the cop's job, not mine - and those same cops would prolly shoot me if they found me armed, standing over a downed perp anyway.
