There's video of this incident that I saw. Whether the "okay" sign means "white power" or not, all I can say is that the individual in question believed it meant "something", because it was clear that the flashing of the okay sign was a conscious and deliberate act on his part. This wasn't something that was subject to misinterpretation. He clearly meant to flash the okay sign in the picture.

Like I said, we can debate on the meaning, but the individual was trying to communicate "something" by flashing it.
