First, via TripAdvisor, La Rosa Nautica is only rated as number #132 out of the 3,000 restaurants in the Lima region. So it’s hard to say it’s so ‘fine’ to be considered luxury.
Second, if you read through the first 20 reviews on TripAdvisor, a number say it in a blunt way...it’s romantic, but the food just isn’t the high of quality that you can find in various other restaurants in the city.
Third, if you went and asked most women about what drives the choice of a restaurant...the bulk will say the romance factor, or the friendly nature of the staff. Most guys will tell you that the food on the menu, the quality of the food, and the pricing are the factors for picking a restaurant.
Finally, I will offer this opinion...being sixty and having eaten at 3,000 restaurants/cafes in my life (in the US, Australia, New Zealand, and throughout Europe)...the best food I ever ate was a mom-and-pop Italian shop, for less than 8-bucks. It was a hole-in-the-wall entry...way off the main street, with a ceiling fan blowing hot air around, and barely ten tables in the whole place, and all the Italian women running it were a minimum of sixty years old.
Really? You know different women than I do.
"Luxury" means cost, not taste.
However, being in the top 5% of rated restaurants isn't chopped liver. Maybe the big draw is the view or the decor.

Sicilian alley pizza shop. Eating at a small table and having Glicine with Margherita pizza that was heaven on a plate and cheap. We shared the Glicine with the baker. Great times.
