They can, but they are much harder/more expensive to maintain. And if you get floods, power will take weeks to restore as the entire underground system has to drain before you can run electricity again.

On top of which, very high tension power lines cannot necessarily be run underground due to the need to inspect them and keep EMI/RFI radiation away from people.

Underground utilities are very expensive to build—and California has gone third world—which means they will be broke—forever.

Yes, they certainly can be buried. At a cost of tens of billions of dollars, and environmental impact studies lasting approximately 300-500 years. Not going to talk about the lawsuits.

Yes, but so can idiots with backhoes. Frankly its so much safer to have bare wires above ground at 345,000 volts than it is to have them buried and with insulation.

And this is not satire.

No, transmission lines produce heat and need to in the air to disapte the heat. Distribution lines that operate at much lower kilovolts can be buried, but in non urban areas it is not cost beneficial to the property owner who would bear the cost.
