Worth having on hand. Details matter. There is also a more general set of procedure in the senate manual. There is good stuff in there too, including the role of the presiding officer.

The impeachment stuff starts on page 223. The news will lie to you about what the rules say.

There is no statute of limitations and no procedural bar based on time. Clinton was impeached in the 105th Congress and tried in the 106 Congress. Time lapse was a few weeks on the calendar, Christmas recess, and about three days of session.

The House adjourned sine die the same day it impeached Clinton. Managers were sent to the senate the second day of the next Congress.

Standing house rules contain nothing on impeachment. senate rules on impeachment start with reception of the impeachment managers.

Whatever the "plan" is, at this point is is just fodder for news and the court of public opinion. Trump can certainly mount a defense outside of Congress and the senate. His lawyers are working on a written answer to the impeachment in the event that the House sends managers to the senate.

The House is really a joke. Everything it is doing is "out of order." It's playing catch-up with the dysfunctional Senate.

Once it receives the managers and articles, it doesn't need SCOTUS to find the charges are not an impeachable offesne "as a matter of law" (scare quotes becuse the senate is not deciding a law matter, but an impeachment matter). This precedent would stand until a future Senate reverses it. It would stand both as a valid procedural method, and a valid substantive method.

Totally up to the Senate. It has the sole power in this regard.

Nancy is, in effect, trying to dictate how the Senate proceeds.
McConnell will show her who’s in charge, he has no choice.

I share everyone’s often frustration with McConnell, but know this: When he gets his gander up, the Turtle is the baddest mofo in Washington.

The House Dems may have woken him up and that’s bad news for Trump’s enemies.

Yep - during the Kavanaugh hearings, i decided to stop calling Lindsey “linda” and to stop disparaging Mitch until such time as they re-earned my scorn....they still haven’t stepped over that line so i just try to appreciate their better moments...I think Mitch will handle this in a way to bitch-slap Nancy and the rest.

The thing about Turtle is that when he’s playing on your team, he is a great asset. The guy is as cunning and crafty as they come. I doubt that anyone knows the inner workings of DC, including K Street better.

While dems have been obsessed with exploding cigars, Turtle has quietly shoved conservative judges through. Look at the 9th today.

He is well aware that his future is intimately bound with President Trump’s. He’s also a powerhouse in DC. If he wants President Trump absolved of make believe non charges, so it shall be. Bank on it.

McConnel has been a good ally of Trump. He had to set Trump in his place at first, but they have gotten on well since then.
