Senate Majority Leader Mitch McConnell (R-Ky.) said on Tuesday that President Trump's impeachment trial will be modeled after that of Bill Clinton, and that means the question of calling witnesses will be addressed as the trial proceeds -- "and not before the trial begins."
McConnell described a "Phase One" of the trial, which would include arguments from both the prosecution and the defense -- "and then a period of written questions" from senators, who are not allowed to speak during the trial.

NONSENSE
This makes no sense. There is no prosecution. As we all know, Nancy has refused to deliver the articles. So there is no valid process for an argument from the "prosecution".
I don’t think he is backing down.
He’s pushing the same 1996 rules that were used for Clinton’s impeachment. Those rules allowed the Senate to vote to dismiss after hearing the arguments. They also allowed the Senate to decide what witnesses were appropriate after hearing the arguments.
In other words, McConnell is committing the Senate to a fair process, the same one used for Clinton. But he is allowing the possibility of the Senate to vote to dismiss. And he’s not going to commit the Senate to hearing any witnesses prior to hearing the arguments.

Well come on.. Nancy needs to have a guarantee on the outcome of a Senate trial before she submits the Articles.
