Roughly, yes. And there is a good argument that what is being made isn't even a rule, it's simply handing one particular case, and has no effect (other than being a precedent) on subsequent cases. IOW, the "rule" isn't entered as part of the standing rules of the senate, at all.
The 2/3rds threshold attaches "... on a measure or motion to amend the Senate rules."

I was one of the few posters on FR who has never denigrated the Turtle here. Because he is better by orders of magnitude than Schumer would be as Majority Leader, or any other democrat senator for that matter.
