Schiff was not being facetious, he was reading it to provide the media with material in hopes his words would be widely misinterpreted as real quotes from Trump.

Then why would he preface it with “this is the essence of what the president communicates.” and then clarify afterwards “This is in sum and character what the president was trying to communicate”?
You don’t say those things when you want it to be taken as a quote.
Besides, he knew the President had just released to the public a transcript of the actual conversation the day before - so he had every reason to expect people would recognize it as a parody.
