Maybe it’s a good discussion topic but you’d have to get both state legislatures to sign off, plus the House and Senate in DC. Zero chance this would ever occur.

Maybe so, but it would be a great rallying cry in-state to try to get voters to change their allegiances after being shut down by entrenched interests.

That would only apply if you are creating a new state.

I and many others read it as The Admissions Clause. To "form" a state, is to make, produce or create a state. If a state already exists, then it's not being made, produced or created.

If I add a bedroom to my house, I wouldn't describe it as forming, producing, making or creating a house. I would describe it as modifying a house.
