They’re not.

The people who dealt with the cowboy hats and such said it was eyelash glue, which is the feeblest stuff on earth.

Even if it was superglue it would only last until the next molt of the head feathers, which is a gradual replacement of feathers, at the most 6 months but more likely under 2 months in flighted pigeons. If it’s eyelash glue the things will come off without a molt. If it is any water soluble glue it will not last more than a day or two as birds love to bathe.
