Are flight operations no longer possible while publicly docked in Guam? Air cover 24/7? This captain has put the entire group in vulnerability. Though in some ways, he has put his career behind the lives of his sailors-- so there is that.

Nothing about this ‘letter’ passes the smell test. It’s not that hard to get letterhead from a ship and have a few disgruntled, soon-to-be court-martialed, sailors pen an embarrassing note.
