My older dji quadcopter has onboard gps, with real time video, among other capabilities.
There should be no doubt the information generated by the drones are collected and stored.

Besides the fact that it is not acceptable to use drones for enforcing social distancing. Is the state of New Jersey aware that they are collaborating with the enemy?

The New Jersey government most likely does not view the ChiComs as the enemy. Rather, they are allies against the American people who are their real enemy.
