Most of the stories about “lifted restrictions” causing a resurgence are faulty on the time-line, as the second wave started a few months before the war ended, and the restriction lifting mostly happened after the war ended.
THe war spread the disease a lot further, and a larger percentage of infected people died because it was more deadly.
Considering San Francisco’s history of putting politics ahead of public health when it comes to quarantine policy, they really shouldn’t go there.
Case in point: How the city handled the bubonic plate epidemic in the first decade of the 1900’s.
