Again - this is a *transition* team. The idea being that the previous administration should stop making policy or planting land mines in front of the new one. The outgoing administration should be strictly focused on preparing to move and telling the new one in detail the state of things as they were before the election returns came in, but that is a process that began 6 months before the election. Anything else is basically sabotage and subversion. (Ideally, the new administration should take over the day after the election results are available, as they do in the UK, but we are restrained by constitutional arrangements).

Or not. That’s a highly subjective statement that shouldn’t be used cavalierly by a transition team. An incoming administration does not have the constitutional authority to undermine a sitting U.S. President on a foreign policy issue like that.
