If 18 people were killed, maybe the intent was to kill some of those people - weapons designers or technical experts perhaps, working in a covert facility.
Alternatively, perhaps they were working on chemical or biological weapons.
Whatever it was, they aren’t doing it anymore.

To be fair, a ruptured high pressure oxygen line plus a fire can cause a hugely destructive, fast moving fire and there have been Western hospitals that have lost staff and patients to just such a thing, so it is possible. But I wouldn’t rule out hostile action.
