Milwaukee Police Chief Alfonso Morales was ordered last month to change the department’s policies to ban the use of tear gas and pepper spray.

Interesting, Article doesn't say who made the Chief prohibit the use of mace or tear gas during a riot? They want the Police to use less force, but take away any options.
