This is going to backfire spectacularly
Seems like this state has decided to do an increase in insane ideas more than usual lately.
This is a very dangerous idea given what I think can happen.
What could possibly go wrong?

Already has in the UK a year or three ago. Women get raped by “transgender” men.

That occurred to me too. Imagine men claiming to be transgender to get to go to the women’s prison. I don’t think you have to prove that you have had bodily surgeries to claim to be a woman trapped in a man’s body.

Seriously, say goodbye to women’s rights. Since sex is so fluid and only requires eyeshadow and a dress, women can’t possibly have any specialness - it’s all an illusion. But that’s the game, isn’t it?
I have an idea. Let’s make transgenders feel special and make a ‘gender-free safespace’ for them in our prisons. It’s not good enough to demand segregation from one sex at the burden of the other sex. Talk about male privilege. ;)

Self identification is all that is required. No surgery, no hormones. It doesn't even have to be permanent. You can say, "I self-identify as a woman on Monday, Wednesday, and Friday."

Sorry boys, if I get imprisoned in California... I am claiming to be a woman. It seems more desirable to me to be sexually abused by some nasty gals than big nasty guys.
