Can Trump just eliminate departments outright? The Dept of Education and Housing are not constitutionally-mandated, and were never created by Congressional legislation. They can simply be eliminated and give states a one-time block grant to absolve into their respective departments.
I hope a Trump 2nd term really brings about a huge realignment of the federal government.
