Not sure such a federal law would be Constitutional as state legislatures pass such laws.

However, I see nothing wrong with passing an amendment to the Constitution although it would be hard to do. And it doesn’t have to originate in Congress. Article V of the Constitution allows WE THE PEOPLE to amend the Constitution.

If people in THIRTY-FOUR (34) states pass statewide referendums to amend and they form a committee to conform the language, the conformed referendum of all states proposing can be sent to the National Archives which will record the proposed Amendment and then distribute to state legislatures for ratification.

If THIRTY-EIGHT (38) states ratify the proposed amendment, it becomes part of the Constitution.

The above is, as it should be, a hard but fruitful process.

There may be some clever administrative ways to embed security features on ballots such as when they were printed and revision history including hidden watermarks. These might be mandated as ballot subject matter cross state lines in presidential elections and is therefore a question of federal jurisdiction.

But the Constitutional amendment process is better because we badly need election security reform.

States would still be free to manage their INTERNAL elections, governor, legislatures, county officers, etc, any way they choose. But the Federal elections for House, Senate and President/Vice President could constitutionally be structured with federal laws.....................

IF the United States Constitution is opened up for Amendment then expect the demonratcommies to gut it of The Second Amendment and then there will be a real live CWII and it will make the first one look like a game of Go Fish between Kindergartners.

Article 1, Section 4

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.


It would require 60 votes in the Senate though.
