Separation of powers would seem to say that he cannot tell them what to do. Under the US Constitution, the legislature decides which Electors to vote as part of the EC.

If you do a search on Kemp and unpaid loans, you'll find he has a habit of borrowing money and defaulting. When questioned, he'll say the money was for this business or that business but in one case, there was never any other party besides Kemp. It would be interesting to find out if he no longer owes money to anyone. It also begs the question, why should any potential politician be allowed to run if their credit is poor? That's an open invitation for bad actors to step in and sway them.
