I read on one Thread here that the Procedure Rules. cannot be changed in an Election cycle , they can but not during an Election cycle.

Anyone know about that ?

That’s sort of hilarious. As if THAT hasn’t happened 100 times during this election already. Procedure Rules mean as much to the RATs as the U.S. Constitution does.
