Caught on P/V tape, Kimberly Parker of the Central Outreach Advocacy Center in Atlanta freely admitted to illegalities:
“The majority of the people we serve don’t have an address, so we allow them to use our address if they register to vote, and to get Georgia State ID.”
Plus the news cycle was rife with stories about non-residents rushing to GA to fix the election for Democrats.
Parker's registrants (if they even exist) might have voted elsewhere, as well.
