Before you go to war you have to think it through, and that applies to nations as well as guerillas. How do you communicate? How do you supply the fighters and how do you feed them? What are your tactics and plans? What is the chain of command? Where do you base when not fighting and how do you secure it?

Once you charge a military base you aren't going back home for a nice steak dinner and a warm cozy bed. The reality is that with vastly inferior forces in terms of numbers and equipment the best choice if it ever got hot would be a French Resistance sort of fight. Covert. And ultimately that is just a nuisance.
