Nope, they changed the definition of herd immunity politically with no scientific basis whatsoever solely to fit a narrative. Herd immunity is a function of how contagious a virus is.
SARS-CoV2 has an R naught (R0) of ~2.5, meaning that each infected person infects, on average, 2.5 more.
The formula to determine herd immunity is 1 - 1/R0. With SARS-CoV2, this is 1 - 1/2.5 = 0.6. Thus, herd immunity will be reached when 60% of the population is immune.
Herd immunity is not reached through the natural process of infection. That's because not everyone catches the disease and becomes immune simultaneously, and immunity against many viruses, like coronaviruses, does not last. The goal of a vaccine program is to immunize everyone in a small enough window of time that herd immunity will be reached. More than 60% must be vaccinated in order to reach at least 60% immunity, because the vaccine is not 100% effective.
