It takes a small amount of DNA and causes it to replicate so you have a little more of the DNA. Then you do it again and again and again until you have enough DNA for whatever analysis you want to perform.
The problem is that it will amplify any garbage you have in your sample. If you amplify it through enough cycles you will find anything you want, even if it’s not really there.
