I’d still require new and significantly upgraded apartments to use heat pumps, rather than resistance heaters. Heat pumps use about 1/3 of the power of resistance heaters and work great in Texas (not nearly as good in other states, though, as you get to colder climates). Right now all the builders put in resistance heaters, and let the tenants deal with the $200-plus electric bills in the winter.
This is from ERCOT they are the ones who have to report to the legislature under oath.
