Sheila Dixon, black, female, Democrat... Sworn in on JAN 17, 2007... indicted on multiple felony counts in 2009, 12 counts total. She resigned in 2012. (She ran again for mayor in 2016.)
Stephanie Rawlings-Blake, black, female, Democrat... no criminal charges, but became infamous for her "handling: of the Freddy Gray riots, where she literally said "we also gave those who wished to destroy space to do that as well".
She was appointed secretary of the Democratic National Committee in January 2013, serving under Debbie Wasserman-Schultz, who was famous for cheating Bernie out of his Primary election victory over Hillary in 2016.
Then comes Catherine Pugh, black, female, Democrat... taking office in 2016, and resigning by 2019, "to recover from pneumonia" and certainly NOT to escape felony charges surrounding her "book deals" to herself. Ahem.

What’s interesting is that the republican mayor you mentioned is remembered with great respect. It seems he was the last competent one they had.
I lived in Baltimore City 2009-1017. In a completely mixed-race area. The shootings are LARGELY related to the drug business; it makes the local news when a “civilian” gets shot (oftentimes by a stray bullet). I love the general population in Baltimore; down-to-earth, friendly, quirky, accepting, tolerant. It’s sad to see such a failed educational system and its repercussions over generations. There is plenty of blame to go around, and no easy, pat solution.
Time to drop the C from CHarm city. It’s a better fit description wise.

The violence would stop in a week if they put snipers on the roof tops with orders to kill anyone outside after 9 pm. No excuses. You need to be out after 9? You need a police /fire/ ambulance escort. Shut everything down at 7. No walmart no gas, no nothing. Get your butts home before dark. It worked when I was 10, and these people act like they’re 10, so treat them as such.
