If she was a looter and the shooter was a store owner, in no place in the USA would that store owner not be prosecuted for murder.

The shooter was not a store owner, he was a police officer. Police officers kill unarmed suspects with distressing frequency, and way more often than not they walk away from it when the shooting is ruled justified. Babbitt is just another statistic.
