Government agencies typically require an email address as the user name. That’s half the information needed to get into most networks.

Then feckless, self-serving scumbags also known as managers and executives oppose complex password requirements and multifactor authentication. Because the pinheads can’t handle them.

Consequently a simple dictionary attack is enough to penetrate most government agencies.

Water supplies should not be accessible from outside the facility. In 1978, maybe even 1988, these things were not “online”, and we got along fine without it.

Article ends by stating the FBI is still investigating the January hack. Cuz that’s what they do: investigate ‘n stuff.

(That is when they are not sending SWAT-style teams in the middle of the night to break down the doors of conservative Americans who happened to be photographed or make a credit card charge or a cellphone call while in DC on 6 January.)

Funny how Merrit Garland, our new Attorney General, isn’t bothered by that.
