That one I'll give him. Carter was vetted for and part of the Nuclear Propulsion Program by Rickover. He was an engineer but not a nuclear engineer. About the only think military wise Carter was competent at. Actually if stories or true he averted a nuclear disaster in his Navy days for Canada.
He was a officer of the deck on an Aircraft Carrier (USS Monterrey); he led a damage control team to put out a fire as they drove through Halsey’s Typhoon.
Remember last year when some sailors caught the flu and they brought ships back to port? It’s certainly not your father’s navy.

You won't see the Chinese doing these tests on their ships; they would fail in the first shock trial. I've watched video reports on Chinese construction, all their construction is shoddy. Chinese prefer buying foreign cars, because they last longer and survive crashes. Crash tests prove that Chinese vehicles fare poorly in crashes, and won't be allowed to be sold in the U.S.A. Only poor Chinese buy Chinese cars, because they cost a fraction of the cost of foreign cars. Their housing crumbles within a decade. Same is true of other construction, including their naval ships.
I say it's a good thing that the U.S.A. tests the survivability of our naval vessels.
