They won't be able to invoke the 25th amendment on Harris. The process has too much time between steps. She can drag it out for at least two weeks after Biden is removed.
If they 25th Biden, Harris can replace any Cabinet members whom she thinks are disloyal to her and have their subordinates act until the Senate confirms replacements.
Also, Democrats lose their tie-breaking vote once Biden is removed, so it's not a slam-dunk that Harris can get anyone she wants.

Hmmm... it seems then difficult to guess past this step. If it is a standoff, then the VP slot remains empty and the succession (such as it would be) would be Nanci(?). And no tiebreaker in the Senate. It might be an advantage to mainland China though if only because DC would perhaps be in a state of perpetual drama...
