Rep. John Yarmuth (D-KY), chairman of the House Budget Committee and leading the talks on infrastructure, announced Tuesday that he would not be seeking reelection.
“It’s been an incredible journey since my first campaign in 2006 until now. I will continue to fight for Louisville in Washington for another 15 months, and then, I will retire from Congress. I will have plenty more to say in the months ahead,” he tweeted along with a short video:

If his district is Louisville he will be replaced by another demonrat.
Kentucky’s 3rd congressional district contains Louisville and is D+8. This retirement will not affect the balance of power in the house. The last election it was 63 d to 27 r.

One of the most prominent members of the House with his position as chairman of the House Budget Committee. Only Democrat in the entire Kentucky Congressional delegation.
However...the Kentucky legislature has possibly never had Republican control during redistricting...and this time not only will they have a majority, but a supermajority in both chambers when the map is redrawn...maybe that's why he's getting out now.
He’s had zero serious opposition since he got elected, though. Prior to him a Republican held the district for a decade, and redistricting may affect the district with Republicans holding a supermajority in the legislature (this has never happened before).

The move comes as Republicans in Kentucky get ready to begin the redistricting process. State lawmakers are charged with drawing the Bluegrass State’s six House seats, and Yarmuth’s Louisville district could be a top target. If Republicans are maximally aggressive in gerrymandering to benefit GOP candidates, the district represented by Yarmuth could be spliced and diced to graft on key liberal precincts to surrounding conservative areas. That would have the effect of somewhat diluting the Republican tilt of the neighboring districts, though not enough to make them truly competitive.
Senate Minority Leader Mitch McConnell, a Kentucky Republican, has cautioned against that approach, warning it could lead to lawsuits that could backfire.
House Republicans need to net about five seats to win back the House majority they lost in 2018. So the district is likely to be a tempting target nonetheless, with Republicans eyeing a chance to hold all six House seats from Kentucky.
Yarmuth is the eighth House member to announce retirement plans for this election cycle without seeking another office. And 11 House members are giving up their seats to run for other offices.

You’re right, but I don’t see why they might fear a debacle. Republicans taking over just means the Dems still run the place but lose some visibility.
