Currently MO has 6 Republican and 2 democrat districts. The democrat districts are pretty much St. Louis City and Kansas City and both seats are held by blacks. Eliminating a safe black seat might be problematic.
The Kansas City district is held by a Black, but it is not a Black VRA district. It’s only marginally Demonrat and could’ve be carved up. The St. Louis one is made up more of the suburbs, but it would be too difficult to carve it up and is a VRA district.
