This is simply the Lois Lerner Strategy.
The DoJ investigated for 7 years, and quietly on a Friday afternoon, they said, nothing to see here, and closed the case.
There’s only one reason to run this out for years.

Oh the irony. Hitlery was involved in the Watergate investigation as a young “lyin” lawyer till she was fired for questionable behavior.
Yup. It appears there is/was a Clintonite/Obama mole in the DOJ’s Office of Inspector General during the entire Trump administration.
Feeding on all the investigation’s muck raked up by Mueller et al and suppressing anything that made them—Clinton/Obama—look bad or potentially put them in jeopardy.
Probably known to Sessions/Rosenstein/Barr but allowed plausible deniability.

I have no confidence that any high level indictments will come from any of this. But indicting the DOJ OIG would be sweet, and cal into question all of the illegal activity he dismissed as “mistakes and oversights”. That said, Durham appears to be very good at pulling strings and following leads.
Fox has to have solid sources on this. Hillary would love to sue them..
