In winter time, it is. Have you ever noticed the covers over the front of transport tractors in the winter? Air that is too cold makes the engine too cool, which inhibits clean combustion and makes the oil thicker than desired.
Less so than bullets.

Ukraine is hardly as Fascist as Russia. Citizens would be comfortable in the USA.
