You forget about Crimea and separatist provinces, ( eastern- Donbas area). The Minsk agreement that was signed then discarded by Ukraine in 2014 ,was the plan to work again. Vlad is calling for elections in those provinces,( Minsk agreement enforcement) overseen by the UN election committee. It is Zelensky that rejects the agreement.
The country can and will work again. Zelensky can go back to the negotiating table- every day he doesn’t Vlad tightens the screws.
Make the offer even more attractive, let the pilots keep their planes after the war......
