Hundreds of Arab rioters clashed with security forces in Jerusalem - three were arrested and further arrests are expected and bottles and stones were thrown at police officers and passers-by
At the Nablus Gate in Jerusalem, hundreds of Arabs riot (Sunday, April 3, 2002) and confront the police. Some even beat cops. Police forces arrested three rioters who threw stones and objects at police officers and passers-by. The police were prepared in advance with increased forces in the area, in the shadow of the current wave of terrorism.
A police spokesman said that "while many policemen are working to enable (for Muslims) to mark the month of Ramadan and reach the Old City of Jerusalem and the Temple Mount safely, riots began in the Nablus Gate area, when rioters began throwing bottles and stones at police officers. Visible and covert police forces are currently operating at the scene, to remove instigators and rioters, some with the intention of observation forces, and further arrests are expected later.
They added that "whoever chooses to disturb the order, riot and use violence of any kind - harms first and foremost a large public of worshipers, merchants and critics - the vast majority of whom want to celebrate Ramadan in peace and security while maintaining freedom of worship. We will not allow those inciting and violent margins to violate "We call on the public to legally mark the[ir] month of Ramadan, obey the instructions of the police and avoid violence and disturbances of any kind." ...
Lapid told the media: "I want to tell you here from the Nablus gate. When we are all with our families on Seder night, about 8,000 policemen will be outside guarding the lives of Israeli citizens. This is a difficult time, this is a tense period, but we have a police force to trust. This complex period. I am proud of our police officers, the Border Police, the IDF, everyone who guards us in these tense days. We give you full backing. You work professionally in impossible conditions. We are committed to you, we give you all the necessary resources "Take care of us. Take care of yourself."

The best strategy from a practical standpoint would be counterinsurgency, ground-based operations, burning down entire "towns" in Judah and Samaria, and in Gaza, at night, with fake Arab terrorist group names claiming responsibility.
