All were money making operations on arms trafficking with a pinch of plausible deniability.

Remember, it was the Clinton's who had weapons sales and their control moved from the military command at the DOD / Pentagon to the State Department. The cash has flowed nicely ever since. They are so good at it they now sell the same hardware three to four times. It's like they run CIA nests in support of weapons and arms flea markets.
