The former is debatable, the latter most certainly not true.

NATO has obviously decided to neuter Russia. That effort will proceed without regard to what happens in Ukraine.

What they may or may not realize is that false flags may bring true consequences Russia does have a very real biological weapon program and it would only take one supporter of Putin to bring it to the United States or to anywhere else in the West.
