The decision of the presiding officer contradicts that. The decision not to impose punishment is a slap in the face to the beltway bandits and civilian mafia overseers.
There is hope that when sanity returns (if ever) the conviction will be expunged.

The Lieutenant still has a court martial conviction on his record regardless of the punishment given.
